President Bola Tinubu Announces Student Loan Program for September/October 2023/2024 Academic Session
President Bola Tinubu has fulfilled one of his electoral promises by signing a bill into law that establishes a student loan program in Nigeria. The bill, now an act of parliament, was signed by the President at Aso Rock on Monday. The aim of the program is to provide financial assistance to indigent students pursuing higher education.
Dele Alake, a member of the President’s strategic team, emphasized that this move aligns with Tinubu’s campaign promise to prioritize student loans. Alake stated that the legislation would enable underprivileged students to access federal government loans to support their educational pursuits, a practice common in developed countries worldwide.
However, the Federal Education Ministry acknowledged the need for further clarification on various aspects of the act. To address these concerns, the Ministry scheduled a press conference for Wednesday.
During the media briefing, Andrew David Adejo, the Permanent Secretary of the Ministry, emphasized that the government could no longer solely bear the financial burden of universities. He highlighted the importance of public-private partnerships in funding higher education and stated that financial autonomy for universities is essential. The government is working towards granting universities this financial autonomy.
Adejo revealed that President Tinubu has set a target to ensure that loan recipients can access funds by the September/October 2023/2024 academic session. To achieve this, an inter-ministerial committee will be inaugurated on Tuesday to streamline the loan application process. The committee aims to facilitate loan disbursement within six weeks.
The Permanent Secretary also emphasized that the loan program should not exclusively benefit public school students. Considering that private schools require tuition fees, the committee aims to ensure equal opportunities for students attending private institutions.
Adejo clarified that the bill’s journey involved review by relevant ministries before the President’s approval. He urged the public to wait for the Act to be transmitted to the Ministry of Justice for gazetting, which will provide more detailed information on the program.
Furthermore, Adejo emphasized that the loan program would cover not only tuition but also other fees and living expenses. The government aims to support students throughout their academic journey, ensuring they have access to accommodation and other necessities.
While acknowledging past failures of similar initiatives, Adejo assured the public that the new Act would learn from those mistakes. Efforts would be made to minimize defaulters and ensure that the program is not viewed as a free handout. Adejo also emphasized that the process would be depoliticized, and efforts would be made to create employment opportunities. The government aims to train universities and polytechnics to focus on innovation and foster the development of job creators.
The student loan program, once implemented, has the potential to significantly impact the accessibility of higher education for underprivileged students in Nigeria.
