NERC Reveals Togo, Niger, Benin Owe Nigeria Over N25 Billion for Power Supply

Nigeria’s electricity regulator, the Nigerian Electricity Regulatory Commission (NERC), has disclosed that neighboring countries owe more than N25 billion for power supplied. Togo, Niger, and Benin collectively have an outstanding debt of $17.8 million (approximately N25.36 billion) for electricity received under bilateral agreements.

According to NERC’s Third Quarter 2025 report, the three countries were invoiced $18.69 million for power supplied during that period but only paid $7.125 million, leaving a shortfall of $11.56 million. This is in addition to a legacy debt of $6.23 million from previous quarters, bringing the total to $17.8 million.

The regulator highlighted a stark contrast in payment performance. While major domestic customers in Nigeria paid 87.61% of their invoices, the three international customers achieved a remittance rate of only 38.09%. The electricity, generated by Nigerian power companies, was supplied to the state-owned utilities of Togo, Benin, and Niger through cross-border agreements.

In the same report, NERC noted that Nigeria’s own 11 distribution companies showed a stronger payment performance, remitting 95.21% (N381.29 billion) of their total invoice (N400.48 billion) for the quarter.
