ICPC Summons Aliko Dangote to Formally Adopt Corrüption Petition Against Ex-Regulator

The Independent Corrupt Practices Commission (ICPC) has formally invited billionaire industrialist Aliko Dangote to appear before its investigators to adopt and substantiate a high-profile corruption petition he filed.

The petition targets Farouk Ahmed, the immediate past Chief Executive of the Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA). A special panel of senior investigators, approved by ICPC Chairman Musa Adamu Aliyu, has been constituted to probe the serious allegations.

Core Allegations Under Investigation
The petition, filed on December 16, contains two major accusations:

  1. Extravagant Personal Spending: That Ahmed spent over $7 million to educate his four children in Switzerland, a sum allegedly incompatible with his legitimate income.
  2. Economic Sabotage: That Ahmed colluded with international oil traders by issuing illicit import licenses, a practice accused of deliberately undermining Nigeria’s domestic refining capacity and harming the economy.

Legal Process and Potential Outcomes
The ICPC has confirmed that despite Ahmed’s recent resignation, the investigation will proceed in the public interest. The next steps are procedural: once Dangote (or his representative) formally adopts the petition before the panel, Ahmed will be summoned to provide his response.

The commission has pledged a fair and transparent process under the Corrupt Practices and Other Related Offences Act. If the allegations are substantiated and lead to a conviction, the law prescribes penalties that can include imprisonment for up to five years.
