Hamas negotiators in Cairo have received a new ceasefire plan proposing a 60-day truce and a two-phase release of hostages, a Palestinian official confirmed on Monday, August 18, 2025.
The proposal is described as a framework agreement aimed at opening discussions on a permanent ceasefire.
Hamas leadership is expected to consult internally and with other Palestinian factions before responding.
The mediation effort is being coordinated by Egypt, Qatar, and the United States, which have been working to end the 23-month-long conflict between Israel and Hamas.
Egyptian Foreign Minister Badr Abdelatty, during a visit to the Rafah border crossing, said delegations from Palestine and Qatar were in Cairo to intensify talks on halting violence and ensuring the flow of humanitarian aid.
Efforts to reach a breakthrough have so far failed despite weeks of negotiations, including recent talks in Doha.
Mediators hope the new proposal will pave the way for a lasting truce that can ease civilian suffering and lay the foundation for peace in Gaza.
