The Federal Ministry of Education has commenced the strict enforcement of biometric attendance verification for all centres involved in the national Technical and Vocational Education and Training (TVET) Programme.
The policy became effective on February 1, 2026, pursuant to a circular issued in December 2025. The directive requires all accredited TVET centres to install and utilise biometric systems for real-time tracking of both trainees and staff attendance.
According to the Ministry, biometric verification is now the exclusive method for confirming attendance within the programme. This initiative is designed to curb irregularities, guarantee precise record-keeping, and improve oversight of training activities financed by the government.
The Ministry clarified that all payments to training providers and the monthly stipends issued to trainees will now be processed strictly based on verified biometric attendance records. This linkage ensures that public funds are disbursed only to actively participating and compliant individuals.
The Ministry issued a warning that non-compliant centres will be disqualified from receiving payments, and trainees enrolled at such centres will lose their monthly stipends.
Stakeholders have been urged to ensure complete adherence to the new rule to avoid any operational disruptions. This move is part of the government’s ongoing drive to enhance transparency, accountability, and efficiency within the TVET ecosystem.
