During the 2022-23 season, the UEFA Club Financial Control Body (CFCB) First Chamber, led by Sunil Gulati, took action by initiating investigations against two prominent football clubs, Juventus and Chelsea, for suspected violations of UEFA’s Club Licensing and Financial Fair Play regulations.
The CFCB’s First Chamber found that Juventus had not only violated the UEFA regulatory framework but had also breached the conciliation agreement they had signed in August 2022. Consequently, the First Chamber decided to revoke the transaction agreement previously reached with Juventus and took the significant step of excluding the club from the upcoming 2023/24 UEFA men’s club competition. Additionally, the CFCB imposed a hefty financial penalty of €20 million on Juventus.
The financial penalty includes a conditional portion of €10 million, which will only be enforced if Juventus fails to meet the accounting requirements outlined in Annex G of the Financial Sustainability and Club Licensing Regulations of UEFA during the financial years 2023, 2024, and 2025.
In the case of Chelsea, the CFCB’s First Chamber determined that the club had breached the UEFA Club Licensing and Financial Fair Play regulations due to the submission of incomplete financial information. However, in an interesting turn of events, the breach was discovered and self-reported by the new ownership, which had taken over the club in May 2022.
The new ownership proactively identified instances of potentially incomplete financial reporting under the previous ownership, relating to historical transactions that occurred between 2012 and 2019. After careful evaluation, considering the applicable statute of limitations, the CFCB’s First Chamber reached a settlement agreement with Chelsea.
As part of the settlement, Chelsea agreed to pay a financial contribution of €10 million to fully resolve the reported matters, demonstrating their willingness to cooperate and rectify any past discrepancies.
These actions by the CFCB underscore the organization’s commitment to upholding financial integrity and fair play within European football, ensuring that all clubs adhere to the established regulations and guidelines to maintain the sport’s competitive balance and financial sustainability.
