Imo state Gov’t bans nursery, JSS3 graduations and yearly textbook changes

The Imo State Government has outlawed graduation ceremonies for kindergarten, nursery, and Junior Secondary School (JSS3) students as part of new education reforms.

According to a memo dated August 15, 2025, signed by the Commissioner for Education, Prof. Bernard Ikegwuoha, only Primary 6 and Senior Secondary School 3 (SSS3) students are now permitted to hold graduation ceremonies in line with the 6-3-3-4 education system.

The government also banned the annual change of textbooks, directing that every approved textbook must be used for a minimum of four years to allow for reuse among siblings and reduce financial pressure on parents.

Schools were warned against deviating from the state-approved booklist.

Prof. Ikegwuoha explained that the new measures aim to curb exploitative practices by schools, promote teaching uniformity, and shift focus back to genuine academic achievement rather than extravagant celebrations. The policy takes immediate effect.
