The Federal Ministry of Education has introduced a new system, the Examination Learners’ Identity Number (ELIN), to tackle malpractice in national exams. This unique identifier will be mandatory for all candidates sitting for WAEC, NECO, and other major examinations starting in 2026.
According to government officials, the ELIN system is designed to improve transparency, accountability, and the tracking of individual candidates throughout the examination process. It is a key part of broader reforms aimed at overhauling exam administration and education data management.
Additional measures to support these reforms include enhanced question randomization to prevent leakage, a strict ban on transferring students in their final year (SS3), and new Continuous Assessment guidelines with fixed submission deadlines.
The ministry has pledged to strengthen exam supervision, work closely with examination bodies, and coordinate with state governments, schools, parents, and students to ensure the integrity and credibility of national exams.
